Using this guide

This guide is for Commonwealth agencies considering Digital ID for customers, staff and stakeholders to verify who they are when accessing online government services and systems.  

The guide aims to help you prepare your agency for Digital ID verification integration into your online services and systems. When you complete this guide, your agency will be ready to:

  1. apply for approval to participate in the Australian Government Digital ID System (AGDIS) 

  2. test and launch Digital ID verification with your agency's services or systems.

Before you start

It is recommended that you read this step-by-step guide fully before starting your onboarding process. This will help you better plan and manage risks and governance throughout the project. The guide provides support contact information at each step throughout if you have any questions.  

Please note: Due to the technical and regulatory requirements of onboarding, this guide is targeted at an agency level rather than a single service offering.

An organisation that offers Digital ID verification is known as a relying party. Commonwealth agencies that participate in the AGDIS are known as participating relying parties.

Currently, myID offered by the Australian Taxation Office (ATO) is the only accredited Digital ID service provider approved to participate in the AGDIS. After 30 November 2026, the AGDIS will be open for private sector accredited entities to apply to participate and offer their own digital ID services to government organisations.  

  • RAM ensures the right people have the right access to the right services on behalf of a business
  • authorised individuals are required to use RAM to act on behalf of an organisation when engaging with government systems or services
  • if you provide government services and would like your customers/users to utilise RAM, this will need to be set up concurrently when connecting to the AGDIS.

Getting started

This step will help you to scope and assess your agency's current ID verification practices. The goal is to identify how Digital ID can enhance system and service delivery, compliance and operational efficiency.
Develop a business case to use to secure funding for adoption and ensure alignment with the Digital Transformation Agency's (DTA) Information and Communications Technology (ICT) investment oversight framework (IOF).
Set your organisation and  ICT delivery teams up to align system architecture and operational workflows with recognised Digital ID standards and requirements and begin regulatory process by applying to participate.
Guidance documents that all relying parties should be familiar with to understand all ongoing obligations as a participating relying party.
