The Digital ID Act 2024 (the Act) commenced in 2024. Built into the Act is a requirement that says it must be reviewed within its first 2 years. This is to make sure it is doing what it’s supposed to. We want to hear from you on whether the Act is supporting individuals to have secure, convenient, voluntary and inclusive ways to verify their ID online.

Statutory Review of the Digital ID Act 2024
Section 162 of the Act requires a review to be undertaken within its first two years. This is to make sure it is working as intended. This review will provide an independent assessment of how the Act is operating and whether it is achieving its objectives.
The Digital ID Act aims to provide people with a convenient, re-usable way to verify who they are when transacting online, without having to repeatedly provide copies or details of their most sensitive ID documents.
In November 2024, the Act introduced two changes. First, it strengthened the voluntary accreditation scheme for digital ID service providers in the public and private sectors. Second, it provided a legislative basis for expanding the existing Australian Government Digital ID System (AGDIS) to include states and territories and, from December 2026, private sector organisations.
A key part of the review is to understand whether the accreditation scheme is working well and is proportionate to the risks involved. It will look at whether becoming accredited is too difficult, time-consuming or expensive. If it is, we want to hear your views on how the accreditation scheme can be improved.
The review will also look into whether the design of the governance and oversight arrangements for AGDIS are fit for purpose. It will consider whether the rules for participants correctly balance protecting privacy, ensuring security, and supporting participation in the system.
The review will also consider whether longer-term changes are needed to help increase the use of digital IDs and ensure the legislation can adapt to future technologies.

The Department of Finance (Finance) is seeking submissions as part of its consultation on the statutory review of the Digital ID Act 2024 (the Review).
If you choose to provide a submission to Finance, information in your submission may be used to inform the findings and recommendations included in the Review report.
If your submission includes any personal information, that information will be collected by Finance and will be protected by law, including the Privacy Act 1988 (Cth) (Privacy Act). Please do not provide any personal information relating to another person, unless you have sought that person’s consent to do so.
To assist with analysing information from submissions, Finance may disclose your submission(s) to:
- third party service providers; and
- third party service certified providers of artificial intelligence (AI) software.
Please note, third party service providers that Finance contract with must protect personal information in accordance with the Privacy Act.
Finance may retain and use your personal information to communicate with you about Digital ID in the future, if you have provided:
- your contact details in your submission; and
- your consent to be contacted by Finance.
Finance will not use or disclose any personal and/or sensitive information collected from your submission for another purpose without your consent, unless required or authorised by law.
